We cannot immediately tell how they even got to be at the same place at the same time.
And we cannot tell if indeed it is Joe Biden and Don little— in this age of jokes and hoaxes sandwiched with photoshopping, anyone at all can spend time making something look real like what they are not.

All we know is that Don Little was stuck in the US when Coronavirus was in its elements and even begged the president, Nana Addo to do something about it so he could come home.
