Striker Boua Koffi Davy scored the winner in the 35th minute, connecting Cheick Moukoro’s cross to hand Cote d’Ivoire the slim 1-0 win.
Despite winning the first leg 2-1, the 2-2 aggregate scoreline favoured Cote d’Ivoire, who qualified on the away goals rule.
This is the first time since the tournament’s inception in 2009 that Ghana has failed to qualify.
The tournament runs from January 16- February 7, 2016.
