The Electoral Commission is in favour of holding the 2016 general elections on November 7, rather than December 7 as has been used in the past five elections.
The change is to give the commission adequate time to organise a run-off, on case no candidate is able to acquire the required 50%+1 vote needed to win outright.
The Commission is mandated by law to hold the run-off 28 days after the first election, traditionally on December 28; which leaves very little time for the handing over on January 7.
To this end, the Commission would present a Constitutional Instrument (CI), to Parliament for subsequent approval and implementation.
