Well this is not surprising to me, because I always thought President Jacob Zuma was a big joke.

Multiple reports from South Africa say that Jacob Zuma has signed a bill that guarantees 50,000 rands [about 16,000 cedis] to confirmed HIV positive citizens who tattoo their status near their genital area.

According to Vanguard Nigeria, the HIV citizens in South Africa will also get free medication and counselling. However, it is only the first 10 million (who are already confirmed positive) who volunteer to get inked would be given the money.

Explaining the reasons for the bill, Zuma said: “The mark is to protect those who can’t say no to sex. I mean if you can’t read between the lines you should read between the legs because that’s where the status would be tatted.”

He also added: “The choice to be HIV positive is now in your hands or your genitals for that matter…. We also encourage those who had been living with the virus to go to the nearest public hospitals to get their status tatted in.”

There are more HIV/AIDS people in South Africa than any other country in the world.
