How long can a woman keep waiting after given all apparent signals to a man and he does not make the move?

The idea that a woman can propose to a man brings out divisions anytime it comes up for discussion. To some group of people, it is never acceptable and sounds a bit “whorish & desperate” for a woman to make the first move.

The other group sees nothing wrong with a woman making the first movie, after all we live in a contemporary society where “what a man can do, a woman can do it better” rules.
